The Centers for Learning on Evaluation and Results (CLEAR) and the International Fund for Agricultural Development (IFAD) have joined forces to design and implement PRiME, a three year monitoring and evaluation training and certification program. PRiME is headquartered at the CLEAR Center for Latin America, based at Centro de Investigación y Docencia Económicas (CIDE), Mexico City.
The International Fund for Agricultural Development (IFAD) is working towards an M&E capacity development program to supplement their commitment to managing results for development. In 2015, IFAD contracted The Evaluator's Institute (TEI) to develop a curriculum on M&E in rural development for IFAD’s partner countries and staff. In 2016, IFAD entered a formal partnership with the Centers for Learning on Evaluation and Results (CLEAR) to build upon this curriculum, and use it as a base to develop a structured training program that would culminate in a certification in M&E.
|IFAD and CLEAR will implement PRiME in phased components, so as to assure both quality and continuous improvement. As the project gets underway, IFAD and CLEAR will conduct pre and post reviews of the activities of each component, supplemented by feedback loops to improve and refine each step. Finally, the course materials and “Lessons Learned” generated by PRiME will become available as public goods.|
