capacity development program that brings together academic institutions and donor partners”



The CLEAR Initiative was developed in response to the Paris Declaration and the Accra Agenda for Action, two agreements in which the need to optimize the capacity of countries and systems for measuring results and evaluating public policies became evident. As a result, CLEAR developed as a global project with the central objective of strengthening the capacities and the systems of Monitoring and Evaluation (M&E) performance management. CLEAR seeks to promote strong M&E, with the end goal of increasing the use of results and evidence in public decision-making.


CLEAR constitutes a response to growing government demand for capacity building in M&E and Results Based Management (RBM), and to the current limited availability of relevant services in different regions of the world. These factors have constrained countries to rely on international supply. International M&E services are often expensive, inopportune and not necessarily tailored to the specific needs of countries. The CLEAR initiative responds to these needs with two main components: (1) Regional Centers that provide applied training, technical assistance and evaluation work in the region, and (2) global learning aimed at strengthening the exchange of practical knowledge in the M&E and RBM areas applied in all regions.


IThe initiative is supported by the African Development Bank, the Australian Agency for International Development, the Asian Development Bank, the Belgian Development Cooperation, the Inter-American Development Bank, the Rockefeller Foundation, the Swedish Agency for International Development, the Swiss Agency for Development Cooperation, the United Kingdom Department for International Development and the World Bank. The initiative secretariat is hosted by the Independent Evaluation Group (IEG) of the World Bank.
